H.R. 835: Puppy Uniform Protection and Safety Act  ("PUPS")

Dogmore Bull Terriers encourages each of you looking at this webpage to send a message to Congress in which you state your opposition to House Bill #H.R. 835 Puppy Uniform Protection and Safety Act otherwise known as "PUPS" This Bill, sponsored by the animal rights organization called The Humane Association of The United States ("HSUS"), if passed, would result in the USDA effectively having the ability to shut down hobby breeders who may not own kennels, but who breed dogs in their homes. PLEASE ask your representatives to OPPOSE or WITHDRAW support for PUPS..over 190 have "signed on" so far. 

PUPS states that if you own (or co-own) even one intact female over the age of four months and sell or offer for sale over 50 offspring of the females you own you would be required to obtain a USDA license and comply with the requirements of the Animal Welfare Act (AWA) including being inspected. Numbers are always subject to change as well. The HSUS has stated that its intention is to "ratchet down" the numbers of animal people can own and breed. Their ultimate goal is to prevent all of us from owning any animals.

If you think PUPS can't affect you think like this.. you own a bitch and she has 8 bitch pups.. you co-own each one.. and sell them.. each of those bitches are bred in the same year and all of the puppies are offered for sale (PUPS says OFFER FOR SALE.. not sell) .. total amount of puppies YOU sold ( because you co-own) could well be over 50 . You are now subject to the rules of the USDA and APHIS and will be subject to an inspection by the government of your house ( if that is where you keep your dogs) or your kennel. Your home will NOT pass inspection.. why? because it is a HOME.. not a kennel.

All of us want to put the Puppy Millers out of business because of the horrible conditions their dogs live in, and while this legislation may help with that goal, it will also effectively put a halt to responsible hobby breeders breeding healthy and happy pure bred dogs. And if you aren't a breeder, but a pet owner, this legislation, if passed, will affect you as well because it will be difficult for you to find and purchase a puppy which has been raised in a warm, loving home environment.
